Under 14 Leinster Championship Regulations 2023
1. The structure of the championship will be made up of four Stages
a. Stage 1/2/3 – In order to give every team the opportunity to play against each other and without duplicating games is to play three Blitz days, two groups of 6 each day,
(i) Day one every team plays 3 games – Sat. 1st April, 2023 – Portlaoise GAA Club, Rathleague, Co. Laois
(ii) Day two every team plays 3 games – Sat. 8th April, 2023 – NGDC Abbottstown
(iii) Day three teams play 5 games – Sat. 22nd April, 2023 – Portlaoise GAA Club, Rathleague, Co. Laois
b. Stage 4 – Once Stage 1 is completed we will have a league table of where every county got to find their level within Leinster.
c. 6 finals will be as follows
· A final will consist of teams ranked 1st and 2nd
· B final will consist of teams ranked 3rd and 4th
· C final will consist of teams ranked 5th and 6th
· D final will consist of teams ranked 7th and 8th
· E final will consist of teams ranked 9th and 10th
· F final will consist of teams ranked 11th and 12th
Finals will be played on Saturday the 29th April, 2023
2. A team shall consist of 15 players with a panel of 30 players and a maximum of 10 officials are allowed on the side-line.
3. Each county must supply one female linesperson and two umpires for their games in Days 1 to 3. These personnel must know their roles and it is advised that the linesperson may be an upcoming referee. They must not be part of the Management team.
4. All players must play a minimum of 1 game (or two halves) on days 1 and 2 and 2 of the 5 games (4 halves or 2 full games) on day 3.
5. Games played on days 1 and 2 will be 15 minutes a half with 5 minutes for half time and on day 3 games will be played as twelve and a half minutes with 5 minutes for half time.
6. Teams are awarded 3 points for a win and 1 point for a draw
7. There will be no extra time in group stages.
8. Any team that gave a walkover during Stage 1 and are involved in a tie for a position will be graded at the higher position.
9. Fine for walkover or failure to fulfil the complete fixtures schedule – Fine €700
10. Maximum fines for breaches of Ground/Pitch/Game Regulations
High €700; Medium €500; Low €300
11. If a team is disqualified or retires during the course of the championship, the results of games they have already played will stand and their un-played games shall be awarded to the opposing team(s). This team will not be allowed to participate in a final and will be given the higher position.
1. Where teams finish with equal points in a stage table, the final placings shall be decided by the following means and in the order specified:
(i) Where two teams only are involved, the placing will be determined as follows and in the order specified:
a. The outcome of the head to head game between the two teams concerned will determine the placings
b. Should the head to head match between the two teams concerned have finished in a draw the team that finishes in the higher position will be the team that registered the highest number of points i.e. scores converted over the bar, in that head to head match
c. Should the teams remain equal at this point the team that finishes in the higher position will be the team with the highest score difference throughout the stage i.e. score remaining when all scores for team throughout the stage are added together (points will have a value of one whilst goals will have a value of three) and all scores conceded are subtracted from that number. Games against any team that gave a walkover during the stage are disregarded in score difference
d. If the teams remain level after all the above has been applied, 20 metre kicks will take place to decide placings (Rule 421)
(ii) Where more than two teams are level on points the following shall apply:
a. The placing will be decided by score difference between those teams only i.e. score remaining when all scores for team throughout the stage are added together (points will have a value of one whilst goals will have a value of three) and all scores conceded are subtracted from that number
b. Should any teams still remain level after score difference the outcome of the head to head game between the two teams concerned will determine the placings
c. If teams remain level after all the above has been applied, 20 metre kicks will take place (Rule 421)
12. All Counties must submit their panel of 30 names and registration numbers to Margaret Brennan admin.leinster@lgfa.ie by 12 noon on Monday 27th March, 2023 . A maximum of 5 changes may be made to that panel for days 2 to 3. Any amendments for days 2 or 3 must be emailed to Margaret by 12 noon on the Wednesday prior to each day. Failure to email in advance this may result in the team being subject to CODA Rules.
13. For Stage 2 (final) a panel of 30 players (Rule 325). Only players that have played on any of the 3 previous days can be included.
14. Finals are 30 minutes a side games on a full-size pitch.
15. Finals played to a result on the day, as per rule 421, with one period of extra time followed by 20 metre kicks
16. There will be unlimited substitutions for all stages including finals. For all stages, teams must use a minimum of 5 subs in each game providing at least 20 minutes game time for each, the same players cannot return to field of play.
17. The Leinster Ladies Gaelic Football Association is responsible for payment of referees.
18. Leinster LGFA will produce a match programme for the Finals and all counties must provide an accurate team list with requested information to Margaret Brennan by 9am on Monday prior to those games. Failure to do so shall incur a fine of €100.00
19. Players must wear the jersey with their allocated number for each of the days in Stage 1 and in the finals, failure to do so will result in a fine of €100.00
20. Filming of U14 games is not permitted.
Permission for photography must be obtained through applying on the official application Form. Failure to meet the conditions outlined will result in a fine of €100. Please contact Margaret Brennan, admin.leinster@lgfa.ie
21. Rule 325 – There shall be one captain per Team. Captain must be part of the panel 1- 30. Where the captain is not listed on the starting 1 – 15, the team must name a vice captain or a player who will take the on-field responsibilities of the captain, such as the toss. It shall be the privilege of the captain of the winning team to accept the cup or trophy on behalf of her team. The safe custody of the cup or trophy shall be the responsibility of the successful Club, County, School, College or Province. Any costs incurred in the replacement or repair of cups or trophies shall be borne by the Club, County, School, College or Province responsible.
